Learning to Finish was a strategic and coordinated effort by Duval County Public Schools and a partnership of community organizations dedicated to identifying and intervening on behalf of at-risk students to improve graduation rates. This report describes the work, and was prepared by the Jacksonville Public Education Fund in collaboration with the lead partners of Learning to Finish: Duval County Public Schools, The Community Foundation in Jacksonville, United Way of Northeast Florida and the Jacksonville Children’s Commission.

The Bridgespan Group developed this investment plan for the Quality Education for All Fund at the launch of the $50 million effort to improve teaching and leadership in Duval County Public Schools.
